The proposal for the reduction by 5,100 chests yearly, beginning with 1908, of the total export from India, has now been accepted, after considerable hesitation, by the Chinese Government, who again give expression to their feeling of gratitude towards his Majesty's Government.

I am repeating this telegram to his Excellency the Viceroy of India.
